1 injured after suicide bomber attacks Timbuktu

BAMAKO, Mali (AP) ? A military official says a suicide bomber has driven a car loaded with explosives to a checkpoint on the outskirts of Timbuktu, blowing himself up at the western gate of the city.

It was the second suicide attack on the town this month.

The official, who asked not to be identified because he was not authorized to speak to the media, said that at least one soldier was injured in the attack Saturday night at about 10 p.m., while the jihadist died in the detonation.

Resident Age Djitteye says he heard a loud explosion and gunfire.

For 10 months until this January, Timbuktu was ruled by al-Qaida's affiliate in Africa. The city was liberated by French forces on Jan. 28.

(AP) ? Police said Saturday they are looking for a transient in the kidnapping of a 10-year-old girl who was snatched from her San Fernando Valley home before dawn last week and abandoned hours later in front of a hospital.

Investigators identified 30-year-old Tobias Dustin Summers as a suspect in the case but couldn't elaborate on the motive or what led them to him. Police don't know if the girl was targeted but said they don't believe Summers had a connection to her family.

"We have no information that the family knew this individual or that the individual knew any members of the family," Los Angeles Police Deputy Chief Kirk Albanese said.

About 40 detectives have been working around the clock looking for clues since the girl was abducted from her home Wednesday. She was found hours later, wandering near a Starbucks several miles away.

The girl was barefoot, had bruises and scratches, and wasn't wearing the same clothes she had on when she vanished. She told the police two men she didn't recognize had taken her from her home.

Police initially said they were looking for two suspects, but now are focusing their efforts on locating Summers.

"This is the only person we are looking for right now," Albanese said Saturday.

Investigators have said they believe the girl was driven around the San Fernando Valley in a couple of cars and taken to at least two locations, including a storage facility, before she was released.

A passer-by who recognized her picture from media reports saw her outside the Starbucks and called police. The girl had wandered there from the hospital where she had been dropped.

Summers, who has a distinctive tattoo of a ghoulish face on his right arm, has arrests dating back to 2002, police said. Among them are robbery, grand theft auto, possession of explosives and kidnapping, authorities said.

Police said they had no details on the prior kidnapping case.

Summers was released from prison in July on a petty theft conviction as part of a California law designed to ease crowding in state prisons. He also spent six days behind bars in January on a probation violation.

Summers last checked in with his probation officer at some point earlier this month and had been complying with his release terms, police said. He is known to frequent the area where the kidnapping took place.

The Los Angeles Times reported that law enforcement sources said the girl was sexually assaulted. The Associated Press does not identify victims of sexual assault. Summers isn't a registered sex offender, police said.

Albanese said Summers had been arrested four years ago for investigation of battery that involved child annoyance. Court records show Summers was convicted of battery in September 2009 but the child annoyance charge was either dismissed or not prosecuted.

Summers has family in Southern California, according to police, and the FBI said it will obtain a warrant for unlawful flight to avoid prosecution, if the agency determines he has fled the state.

FRESNO, Calif. (AP) ? Three of four reptiles that were swiped from a science museum and thrown together into a garbage bag during a heist were recovered Friday, though a 3-foot-long ball python remained at large, officials said.

The 3?-foot savannah monitor lizard, a 7-foot-long red-tailed boa constrictor and another 3-foot-long ball python were in good condition, said Mary Ellen Wright, the director of the Fresno Discovery Center. Authorities were searching for the missing python in an area frequented by a suspect, who has been arrested.

Wright had been worried about the reptiles' confinement together in the bag "because they are mortal enemies," she said.

"It would be like throwing two pit bulls in a locked room," she added, noting that the monitor lizard has sharp, 2-inch claws.

The reptiles were taken in a robbery that has perplexed museum officials and authorities, who have not released a motive. The museum's education coordinator, Ian Goudelock, said the suspect didn't appear to be out to intentionally hurt the animals though the museum planned to have the reptiles checked by a veterinarian.

"It's just a strange theft. We're still trying to figure out why," he said. "It does kind of more or less have a happy ending."

Surveillance video showed the suspect broke into the Central California museum sometime late Wednesday or early Thursday, smashed the tanks that held the four reptiles ? worth hundreds of dollars ? and popped them into a garbage bag.

The suspect also went into the center's gift shop and stole children's toys, the phone system and the security monitor, the Fresno Bee reported.

Fresno police have not released the name of the suspect.

Why So Many Americans Put Off Medical Care, Medicaid Expansion ...

Hidalgo is a county in southern Texas just across the Rio Grande from Mexico. It?s also home to the highest prevalence of U.S. adults ? about 40 percent of the population? delaying necessary medical care because of cost, according to data in the March 28 New England Journal of Medicine.

The research letter in the March 28 issue of the journal found this number to vary significantly across the country and to be lower in places with less restrictive eligibility criteria for Medicaid, the federal-state insurance program for low-income citizens.

Authors found that people with incomes between 67 percent and 127 percent of the federal poverty line, which is $23,550 for a family of four, had up to a 16 percent chance of delaying care. The odds went up to 42 percent for those with lower incomes.

The findings come at a time when states are deciding whether to pursue the Affordable Care Act?s Medicaid expansion, which would extend eligibility to adults with incomes at or below 133 percent of the poverty level.

Norfolk, Mass., with a 6.5 percent prevalence of adults delaying care, was at the opposite end of the spectrum from Hidalgo, researchers said. Massachusetts? adoption of state health reforms since 1990, including Medicaid expansions, and the state?s history of investing in health care were likely reasons, said one of the authors, Dr. Cheryl Clarke from Brigham and Women?s Hospital in Boston.

?We were surprised by the depth of variation between states,? she said. ?It?s important these trends continue to be monitored.?

The study?s authors looked at county-level data of about 289,000 adults to determine the relationship between Medicaid eligibility and adults delaying care. They also took into account the sociodemographic and clinical characteristics at hand.

Researchers found that the counties with residents most vulnerable to delaying care were also likely to have more Hispanic residents and high rates of chronic diseases commonly associated with low-income communities. Texas and Florida were among the states with the highest prevalence.

But Clarke said the study shows that it is possible to develop health infrastructure ? through Medicaid, community clinics and more primary care doctors ? to combat an issue that might be taking a toll on the country?s health. And she said federal investments are moving in that direction.

?This seems to be a strategy that is feasible,? she said. ?We?ll see how that plays out over time.?

Tired of Lohan? Fame is not fleeting, study finds

Fifteen minutes of fame? More like 15 years. Once a celebrity claws their way to the top, they're unlikely to get knocked off the pedestal, a new study finds. In fact, 96 percent of people mentioned in newspapers more than 100 times in a given year were already famous three years before.

"There is almost a consensus among scholars in the field of the sociology of fame, that most fame is ephemeral," study researcher Eran Shor of McGill University said in a statement. "What we've shown here that is truly revolutionary is that the people who you and I would consider famous, even the Kim Kardashians of this world, stay famous for a long time. It doesn't come and go."

They're not going anywhere
That's bad news to those tired of seeing reality star Kardashian or actress Lindsay Lohan plastered over every tabloid. The finding also doesn't bode well for those aiming for the spotlight: Turnover in the celebrity industry is low, the researchers report in April in the journal American Sociological Review.

Shor and his colleagues tracked names mentioned in English-language newspapers over several decades. They found that lasting fame is the norm in all areas, including sports, politics and entertainment.

They also found the celebrities most likely to get name-checked by entertainment sections. Between 2004 and 2009, they found that the 10 most frequent names in newspaper entertainment articles were Jamie Foxx, Bill Murray, Natalie Portman, Tommy Lee Jones, Naomi Watts, Howard Hughes, Phil Spector, John Malkovich, Adrien Brody and Steve Buscemi. All of these entertainers boast years- or decades-long careers. ("The Aviator," a movie based on the life of billionaire and movie producer Howard Hughes, came out in 2004, which might explain why Hughes' name was so common despite his death in 1976.)

The fame loop
Fame is self-reinforcing, the researchers wrote. A new talent or random chance might propel an individual into the spotlight, but once they're there, the media and audiences tend to devote attention to them simply because they are famous ? and because competing media outlets are devoting attention to them, as well.

There are exceptions to long-lasting fame, of course, said study researcher Arnout van de Rijt, a sociologist at Stony Brook University.

"Leonard Cohen is still well-known today, over 40 years after he first became famous," Van de Rijt said in a statement. "But Chesley Sullenberger, the pilot who received instant fame after safely landing a disabled plane on the Hudson, is a name that will likely be forgotten pretty quickly. What we have shown is that Leonard Cohen is the rule and Chesley Sullenberger the exception."

(AP) ? Almost everyone who crossed paths with Jared Loughner in the year before he shot former Rep. Gabrielle Giffords described a man who was becoming more unhinged and delusional by the day.

He got fired from a clothing store and thrown out of college, shaved his head and got tattoos of bullets on his shoulder. He showed up at the apartment of a friend with a Glock 9 mm pistol, saying he needed it for "home protection." He made dark comments about the government, and, according to one acquaintance, appeared suicidal.

Loughner's spiral into madness hit bottom on Jan. 8, 2011. He broke down in tears when a wildlife agent pulled him over for a traffic stop. He went to a gas station and asked the clerk to call a cab as he paced nervously around the store. Gazing up at the clock, he said, "Nine twenty-five. I still got time."

About 45 minutes later, Giffords lay bleeding on a Tucson sidewalk along with 11 others who were wounded. Six people were dead.

The information about Loughner's mental state ? and the fact that no one did much to get him help ? emerged as a key theme in roughly 2,700 pages of investigative papers released Wednesday. Still, there was nothing to indicate exactly why he targeted Giffords.

The files also provided the first glimpse into Loughner's family and a look at parents dealing with a son who had grown nearly impossible to communicate with.

"I tried to talk to him. But you can't," his father, Randy Loughner, told police. "Lost, lost and just didn't want to communicate with me no more."

His mother, Amy Loughner, recalled hearing her son alone in his room "having conversations" as if someone else were there.

Despite recommendations from Pima Community College that Loughner undergo a mental evaluation after the school expelled him, his parents never followed up.

In a statement released by the gun control advocacy group she started with her husband, Giffords said that "no one piece of legislation" would have prevented the shooting.

"However, I hope that commonsense policies like universal background checks become part of our history, just like the Tucson shootings are ? our communities will be safer because of it."

While such checks may keep those with mental illnesses from obtaining guns, the 24-year-old Loughner had never been diagnosed with any conditions, meaning it's doubtful much would have stopped him from legally purchasing a weapon.

Friends and family interviewed by law enforcement after the shooting painted a picture of a young man who was deeply troubled in the weeks before the shooting.

Loughner visited Anthony George Kuck, who had known him since preschool. Kuck said he was alarmed to find he had shaved his head and was armed.

"I kicked him out of my house because he showed me his gun," Kuck said.

Kuck told police he had seen Loughner's mental state deteriorate over time, starting with drinking problems in high school, trouble with authorities and being kicked out of college.

"I know he has some crazy thoughts where he ... just believes the government is corrupt, and he has all these assumptions on things, that he doesn't really know what he's talking about," Kuck told investigators.

While he never heard him mention Giffords "he just seemed to have some kind of ... hate for government," Kuck added.

Kuck's roommate, Derek Andrew Heintz, who has known Loughner since he was about 12, said he was cooking when Loughner showed up with a gun and removed it from his belt. It was loaded with 32 rounds.

He asked Loughner why he had the weapon.

"I just want to show you,'" Loughner replied.

Loughner then left Heintz with a souvenir ? one bullet.

His parents grew alarmed over his behavior on several occasions ? at one point submitting him to drug-testing. The results were negative, said Amy Loughner, who was particularly worried that her son might have been using methamphetamine.

The father said his son kept journals, but they were written in an indecipherable script. Loughner bought a 12-gauge shotgun in 2008, but his parents took it away from him after he was expelled from college and administrators recommended he not own weapons.

On the day of the shooting, he and his father got in an argument, and he chased Jared Loughner away from their house. Friend Bryce Tierney told investigators Loughner called him early in the morning that day and left a cryptic voice mail that he believed was suicidal.

"He just said, 'Hey, this is Jared. Um, we had some good times together. Uh, see you later.' And that's it," Tierney said.

Onetime Loughner friend Zachary Osler explained how he worked at a sporting goods store where Loughner bought the handgun used in the shooting. He was questioned about seeing Loughner shopping there sometime before Thanksgiving and described an awkward encounter with the man.

"His response is nothing. Just a mute facial expression. And just like he, he didn't care," Osler told authorities.

News organizations seeking the records were denied access in the months after the shooting and the arrest of Loughner, who was sentenced in November to seven consecutive life sentences, plus 140 years, after he pleaded guilty to 19 federal charges.

Last month, U.S. District Judge Larry Burns cleared the way for the release of the records after Star Publishing Company, which publishes the Arizona Daily Star in Tucson, joined by Phoenix Newspapers Inc., which publishes The Arizona Republic, and KPNX-TV, sought their release. The judge said Loughner's fair-trial rights were no longer on the line now that his criminal case has resolved.

Loughner's guilty plea enabled him to avoid the death penalty. He is serving his sentence at a federal prison medical facility in Springfield, Mo., where he was diagnosed with schizophrenia and forcibly given psychotropic drug treatments to make him fit for trial.

Loughner's attorney, Judy Clarke, didn't return a call seeking comment Wednesday. There was no listed telephone phone number for Randy and Amy Loughner.

Arizona's chief federal judge and a 9-year-old girl were among those killed in the rampage. Giffords was left partially blind, with a paralyzed right arm and brain injury. She resigned from Congress last year.

Giffords intern Daniel Hernandez described how people were lining up to see Giffords on the morning of the shooting. He helped people sign in and recalled handing the sheet on a clipboard to Loughner.

"The next thing I hear is someone yell, 'Gun,'" said Hernandez, who rushed to tend to Giffords' gunshot wound to the head.

"She couldn't open her eyes. I tried to get any responses from her. It looked like her left side was the only side that was still mobile," Hernandez told authorities. "She couldn't speak. It was mumbled. She was squeezing my hand."

Hernandez explained how he had some training as a nurse and first checked for a pulse.

"She was still breathing. Her breathing was getting shallower," he said. "I then lifted her up so that she wasn't flat on the ground."

When he was arrested at the scene, Loughner was wearing peach-colored foam earplugs and had two loaded magazines in his left front pocket for the Glock he used in the shootings.

Hours later, he was polite and cooperative as detectives began their initial interview.

As Loughner sat in restraints in an interview room, the conversation was confined mainly to small talk. Little was said over the first four hours. Loughner asked if he could use the restroom, then at one point complained he felt sore.

"I'm about ready to fall over," he said.

Today, Giffords is still recovering. She struggles to speak in complete sentences and often walks with the help of her husband.

In a January interview on ABC News, she said "daggers" to recount her tense, face-to-face encounter with Loughner at his sentencing. When asked to describe his mental illness, she said one word: "sad."

The cyber-attack ? dubbed by many to be the biggest in history ? has caused a worldwide Web slowdown, as the battle between an anti-spam group and a Dutch web host continues to heat up.

The attack is believed to be the largest-ever distributed-denial-of-service (DDoS) cyber-assault in history, and was sparked when the non-profit group Spamhaus earlier this month placed CyberBunker on its real-time blacklist of sites to be blocked for spreading spam.?

The (DDoS) attacks ? which flood targeted web servers with fake traffic to make them inaccessible ? have reportedly caused millions to experience delays with services such as the Netflix video-streaming service and made other sites temporarily unavailable. Experts fear the web congestion could lead to banking and email system slowdowns around the world.

Spamhaus servers were at one point being inundated with 300 billion bits per second (300Gbps) of data, three times larger than the previous record attack of 100 Gbps, Darren Anstee from Arbor Networks Solutions told IBTimes UK.

Spamhaus, which helps email providers filter out spam and other questionable content, first reported the attacks on March 20.

Kaspersky anti-virus giant?s experts confirmed to RT that this was one of the largest DDoS operations to date ?based on the reported scale of the attack, which was evaluated at 300 Gigabits per second.

?The data flow generated by such an attack may affect intermediate network nodes when it passes them, thus impeding operations of normal web services that have no relation to Spamhaus or Cyberbunker,? corporate communications manager at Kaspersky, Yuliya Krivosheina, wrote in a statement for RT. ?Therefore, such DDoS attack may affect regular users as well, with network slowdown or total unavailability of certain web resources being typical symptoms.?

Kaspersky warned that there may be further disruptions on a larger scale as the attack escalates.

?In general, attacks of this type are growing in terms of quantity as well as scale,? the statement reads. ?Among the reasons for this growth is the development of the Internet itself (network capacity and computing power) and past failures in investigating and prosecuting individuals behind past attacks.?

Meanwhile, Steve Linford, chief executive for Spamhaus, told the BBC that this scale of attack could knock down government Internet infrastructure.

"If you aimed this at Downing Street they would be down instantly," he said. "They would be completely off the Internet."

Linford noted that ?when there are attacks against major banks, we're talking about 50 gbs."

Five separate cyber-police-forces are investigating the incident, he added, though he could not disclose any further details.

Spamhaus further accused Cyberbunker of collaborating with criminal gangs from Eastern Europe and Russia to carry out the attacks.

Cyberbunker, which operates out of a "secretive nuclear bunker," prides itself on rebuking "authorities regarding the rights of individuals. " The firm, boasts they will provide bandwidth to anything but child pornography or terrorism related content.

Sven Olaf Kamphuis, an internet activist and self-described spokesman for Cyberbunker, reportedly told the New York Times the ongoing attack was retaliation for Spamhaus "abusing their influence." However, later on Wednesday Kamphuis told RT's news video agency RUPTLY via Skype that quotes attributed to him by the NYT were part of a campaign of ?misinformation? against Cyberbunker, which he says is not currently carrying out DDoS attacks against Spamhaus.

?There has been some misinformation from the New York Times that it?s me carrying out the attacks. Spamhaus have pissed off a lot of people over the past few years by blackmailing ISPs and carriers into disconnecting clients without court orders or legal process whatsoever,? he said. ?

?At this moment we are not even conducting any attacks because people from our group stopped any attack yesterday morning,? he said. ?So if they are still under attack which I think they are because I get news feeds that they are still under attack then it?s now other people attacking them.? He argues that such publicized cyber-attacks do serve a function, as they put the ?mafia tactics? of Spamhaus in the public spotlight, which he claims are currently ?the largest threat? to Internet freedom. ?

?Well, I think the cyber-attacks do put things under public discussion and that in the case of Spamhaus was urgently needed, because they have been operating in the background, claiming to be spam fighters and a little non-profit and at the moment it is becoming all the more clear what they really are. People that work at internet providers have always known this,? Kamphuis said.

?People who work at abuse desks or as providers, know that if you don?t give Spamhaus their way, they will list your entire provider and at that point all of your customers will start to complain that 1/3 of the internet no longer accepts email to start with. If they put you on drop a whole bunch of American providers no longer accept your backups, so you can no longer communicate with half of the sites hosted in the United States. Research reveals protective properties of influenza vaccines

Collaborating scientists from Nationwide Children's Hospital, Baylor Institute for Immunology Research, and Mount Sinai School of Medicine have identified an important mechanism for stimulating protective immune responses following seasonal influenza vaccinations. The study was published in Science Translational Medicine, a journal of the American Association for the Advancement of Science (AAAS).

While seasonal influenza vaccines protect 60 to 90 percent of healthy adults from "the flu," the mechanisms providing that protection are still not well understood.

The study led by Octavio Ramilo, MD, chief of Infectious Diseases and an investigator in the Center for Vaccines and Immunity at Nationwide Children's Hospital and professor of Pediatrics at The Ohio State University (OSU) College of Medicine, and Hideki Ueno, MD, PhD, an investigator at the Baylor Institute for Immunology Research at Baylor University, demonstrates how certain T cells in the blood are stimulated to provide protective antibody responses with seasonal flu vaccines.

Antibodies are produced by specific white blood cells or B cells, which serve as an immune defense against foreign bodies such as the influenza virus. Helper T cells, another type of white cell, are essential for the generation of B cells.

Blood samples before and after influenza vaccination from three groups of healthy study participants were analyzed for antibody responses. The groups included two sets of adults, one receiving flu vaccines during the 2009-2010 winter and the other receiving vaccination during the 2011-2012 winter. The third group included children receiving the flu vaccine during the 2010-2011 winter.

Analyses show that a temporary increase in a unique subset of helper T cells expressing the co-stimulator molecule ICOS adds to the immune response by helping B cells produce influenza-specific antibodies.

Results indicated that at day seven following the administration of a flu vaccine in all groups, stimulated T cells were evident, contributing to the development of the immune response.

The T cells positively correlated with increased antibodies against each flu virus strain examined, with the exception in the children's group against the swine-origin H1N1 virus.

"Given that seasonal influenza vaccines induce antibody responses mainly through boosting the recall response of the immune system, this lack of correlation might reflect the lack of H1N1 specific immunity in some children," explains study co-author Emilio Flano, PhD, a principal investigator in the Center for Vaccines and Immunity at Nationwide Children's and an associate professor of Pediatrics at OSU College of Medicine.

"This is consistent with the fact that these children had not been vaccinated or naturally exposed to the H1N1 virus prior to being vaccinated during the 2010-2011 winter," said study co-author Santiago Lopez, MD, a postdoctoral research fellow in the Center for Vaccines and Immunity and a resident at Nationwide Children's.

Further experiments demonstrated that this unique subset of helper T cells can boost production of existing antibodies that fight flu by stimulating memory B cells, but do not help production of new antibodies by na?ve B cells.

"We're gratified that our study provides evidence of one of the essential events associated with the immune response following seasonal influenza vaccination," says Dr. Ramilo. "Understanding these processes is a key step toward developing more effective vaccines."

(AP) ? Cypriot businesses were under increasing strain to keep running on Tuesday after financial authorities stretched the country's bank closure into a second week in a harried attempt to stop depositors rushing to drain their accounts.

Cyprus's central bank governor, Panicos Demetriades, said "superhuman efforts are being made" to open banks on Thursday.

"Temporary" restrictions will be imposed on financial transactions once the banks do, he said, but would not specify what they would be or how long they would be in place for.

"We have to restore the public's trust in banks," he said.

Finance Minister Michalis Sarris told the Associated Press the restrictions would help stem any mass deposit withdrawal that is "bound to happen" and that they would be removed in a "relatively short period of time."

"I think every day (banks) are not open creates more uncertainty and more difficulties for people, so we would like to do our utmost to make sure that this new goal that we have set will work," he said.

All but two of the country's largest lenders had been due to reopen Tuesday, after being shut since March 16 to stop savers from withdrawing all their money from the banks while politicians figured out how to raise the funds necessary for Cyprus to qualify for an international bailout.

However, the central bank made a surprise reversal just before midnight, announcing all banks would remain closed until Thursday while it and the lenders work on capital controls to limit the amount of money that can be withdrawn.

"We have to all understand that we live in very critical times, officials of the government and the central bank are working day and night," Demetriades said.

Under the deal for a 10 billion euro ($12.9 billion) rescue clinched in Brussels early Monday, Cyprus agreed to slash its oversized banking sector and inflict hefty losses on large depositors in troubled banks. Sarris said authorities hope to limit job losses to a "small number."

"We are looking to a much smaller banking system over time and more concentrated on its core business which is Cyprus and the international business units in Cyprus," he said.

The bulk of the bailout funds will be raised by forcing losses on accounts of more than 100,000 euros ($129,000) in the country's second- largest lender, Laiki, with the remainder coming from tax increases and privatizations.

The bank will be dissolved immediately into a so-called bad bank containing its uninsured deposits and toxic assets, with the guaranteed deposits being transferred to the nation's biggest lender, Bank of Cyprus.

Deposits at Bank of Cyprus above 100,000 euros will be frozen until it becomes clear whether or to what extent they will also be forced to take losses. Those funds will eventually be converted into bank shares.

"It is a painful development, no doubt about that...it doesn't matter how rich you are, how many millions you have, you don't like your deposits, which you assume were safe, to be converted into shares," said Sarris, adding that authorities are confident that those shares will eventually gain in value.

Sarris said Cyprus' economy will shift from one centered on financial services.

"Cypriots have a robust entrepreneurial spirit, they will look for other markets ... We're building on our relationship with China, a stronger relationship with the Middle East, our shipping sector is doing well, our tourism sector is doing well, I think we will find opportunities to compensate for this serious setback," he said.

Nonetheless businesses have already been feeling the brunt of the cash crunch, unable to pay salaries and suppliers. Cypriots have slashed spending during the uncertainty.

The banks' closure has been felt in the country's important shipping industry, which contributes about 5 percent or 800 million euros ($1 billion) to the economy. Cyprus ranks 10th in the world in terms of the number of ocean-going vessels flying its flag, and it is in the top five countries with the largest number of ship management companies.

"This is destructive for us," said an official with Cyprus-based shipping company EDT Offshore, who spoke on condition of anonymity because his company did not authorize him to speak to the media.

"We have to pay our crews' salaries and that's $500,000, while we have to pay as much for our office staff by March 28 and we don't have access to our bank accounts," he said. "These are people who need to pay their bills, have obligations to meet."

Authorities in the Greek port of Piraeus have prevented one of three EDT ships to leave until the company pays it port dues. That means the ship can't fulfill its contract with clients, meaning possible losses for the company, which has a fleet of 18 vessels.

Fitch credit rating agency warned Tuesday that it may downgrade Cyprus further into "junk" status amid concerns that the shock from the banking sector's "systemic failure" heightens the risk to public finances.

Also Tuesday, the chairman of the board of Bank of Cyprus, Andreas Artemis and four other board members tendered their resignation, a statement from the bank said. The board did not accept the resignations, which will only become valid if not withdrawn in a week's time.

Meanwhile, Britain flew in some 13 million euros over the weekend to pay about 3,000 British civilian and military personnel serving at the two military bases that it retained after its former colony Cyprus gained independence.

Karl Rove, former deputy chief of staff under President George W. Bush and current Fox News contributor, says he can envision the 2016 Republican presidential nominee supporting gay marriage.

?I could,? Rove said during a roundtable discussion on ABC's "This Week" on Sunday when asked if he could imagine a same-sex marriage supporter on the top of the GOP's next ticket.

The comment from Rove, one of the party's former top strategists, comes about a week after Ohio Republican Sen. Rob Portman said in an editorial that he now supports gay marriage, and as the GOP looks to regroup?and rebrand?following its loss in November.

As ABC noted, Portman?who in 2012 was one of several vice presidential candidates considered by Mitt Romney?is the only sitting Republican senator to publicly support same-sex marriage.

Rove also said the GOP must focus on outreach to Latino voters.

"We need to take our spokesmen, like Susana Martinez and Brian Sandoval, governors of New Mexico and Nevada and Marco Rubio and Ted Cruz, and get them out there along with the rest of the party, communicating around the country," Rove said. "It's amazing to me?in Texas, a Republican naturally campaigns everywhere in Texas, including Latino communities, African-American communities, Anglo communities, rural, urban. But in other states that's just not normal. We need to make it normal."

Of the GOP's somewhat pubic post-election brainstorming, Rove said, "I think this is a constructive process. And I see a lot coming out of it."

Before his appearance on the air, Rove fielded some lighthearted questions from online users during a Web interview, including one about his thoughts on his former boss' paintings.

?I have one. I have one of the original, first forty-threes," Rove said. "[President Bush] painted my wife and our dogs. And he?s pretty good. Particularly, I called him when [first dog] Barney died, and he?d painted a picture of Barney which I thought was really, you know, clearly from the heart.?

1 dead, 1 injured after Utah mine collapse

SALT LAKE CITY - A miner was killed and another injured on Friday when part of a tunnel roof collapsed at a coal mine in central Utah, authorities said.

The miner was killed in the cave-in at the Rhino mine in Bear Canyon, 10 miles from Huntington in central Utah, which was reported shortly after 3 p.m. local time, the Emery County Sheriff's Office said.

Rescue workers recovered one injured miner at the site, who was taken to the Castleview Hospital in Price, Utah, for treatment, Sheriff's office spokeswoman Molly Barnes said.

"Members of the Rhino mine rescue team have recovered the body of the second coal miner," Barnes said. She said his identity would not be released until his family had been informed.

The Rhino mine is part of the Castle Valley Mining Complex, according to news reports. A call to Rhino Resource Partners, which owns the operation in Emery and Carbon Counties, Utah, was not returned.

The mine is just a few miles from a coal mine at Crandall Canyon, Utah, where a collapse in August 2007 trapped and killed six workers 1,800 feet underground in a cave-in so powerful that it caused a magnitude 3.9 seismic waves.

Three rescue workers were killed in a second collapse ten days after the initial disaster.

Joe Piccolo, the mayor of the nearby mining town of Price, where the injured miner was taken for treatment, said local communities in the Utah coal belt had "always sustained themselves through grief stricken situations."

"It's a dangerous occupation, but we will pull together," he told Reuters.

Barnes could not confirm the condition of the injured miner. Piccolo said he had been treated and released from hospital.
